On the 14th of July 2007, at 9.30 a.m., the second
phase of the jury proceedings of the international
architecture contest “The Extension of the Victoria
Palace” took place, in the Transilvania Hall
of the Victoria Palace in Bucharest.

stipulated by the regulations and the contest program.

Related to the winning project, the jury made the
final comments as follows:
The project distinguishes itself through the clarity
of the solution to reconstruct an urban block, and
through the subtlety of the connection with the Victoria
Palace, illustrating a good relation with a monumental
historical building.
The extension is perfectly adapted to the functional
and flexibility requirements of the program, having
a good internal relation with the existing building.
We recommend though the enlargement of the underground
areas, which have a reduced size compared to the other
project proposals.
The project proposes a solution capable of bringing
betnefits from the point of view of energy saving,
comfort and environmental equilibrium.
Through its scale, simplicity and transparency, the
project is a sign of intelligent modernity, putting
forward a contemporary European answer for assigning
dignity to a public function.
As a general principle, the jury recommends that
the Romanian authorities extend the procedure of architectural
contests, both for its quality as such, as well as
for its capacity to create value in the context of
the international competition between cities.
The Jury congratulates the Romanian government for
the initiative of this competition and, taking into
account the importance of this structure, hopes the
project will materialize in the shortest possibile
time.
After deciding upon the winning project and formulating
the conclusions and recommendations of the jury, the
identity of the projects’ authors has been revealed.
